Pinwheels Galore

I'm not sure what these pinwheels are for, but they line this street and then cheer me up every time I see them.

    I am not sure what they are for either but that is really close to where I live in Taichung, that is if this picture is in Beitun district of Taichung. If not then forget my comment.^^
